This position serves the APHIS Hawaii Wildlife Services (WS) Program by performing assignments involving program management and administration. The work primarily involves the reduction of wildlife hazards at airports throughout Hawaii as well as the cessation, alleviation, or mitigation of problems caused by birds, carnivores, and rodents in other urban and/or rural environments.

US Citizenship is required. Selective Service Registration is required for males born after 12/31/1959. Subject to satisfactory completion of one year trial period. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
Work involves assisting airports on the island of Oahu, Honolulu County, and privately-owned and military installations to reduce wildlife hazards to aircraft through technical assistance and/or direct control.
Establishes and maintains cooperative relationships with other agencies, organizations, institutions, industry groups, and individuals in meeting program needs and goals and represents WS at meetings, conferences, and workshops with these groups.
Gathers, compiles, and evaluates damage hazards caused by various wildlife species; conducts animal damage control activities; and provides technical assistance to the public, where there is a demonstrated need consistent with the planned use of any given area, to prevent or reduce economic loss to property or agriculture or to protect human health and safety.
Assists customers in obtaining migratory bird depredation permits, when migratory birds are causing significant damage to property, agriculture, natural resources, and human health and safety.
Drafts documents by NEPA, including categorical exclusions and environmental assessments at the project level.
Recommends areas for potential research or involvement in wildlife damage problems in the community and prepares required scientific and administrative program reports.
May be asked to provide technical supervision and/or guidance to lower-graded employees.
Collects biological specimens for wildlife disease sampling purposes.
Special Conditions:
Satisfactory completion and favorable adjudication of a background investigation and/or fingerprint check.
Must qualify in the use of firearms after appointment and will be required to carry and use firearms in the performance of the duties of this position.
Work is performed in both office and field locations. There is regular and recurring exposure to moderate risks and discomfort (e.g. adverse weather conditions, noisy environments) and extensive vehicle travel.
Incumbent will be exposed to hazardous situations, including application of toxicants.
Work requires moderately strenuous physical exertion, including lifting moderate weights; walking over wet, rough, uneven, or rocky surfaces; bending, crouching, stooping, stretching, or similar activities; and average agility and dexterity.
Position requires a flexible schedule, working odd hours, and frequent weekend work.
To fulfill laboratory requirements in this position, proof of vaccinations including boosters may be required as a condition of employment.
Incumbent must be a qualified airport wildlife biologist per FAA Advisory Circular 150/5200-36.
The category rating procedure is used to rank and select eligible candidates. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.
BASIC REQUIREMENT:
A. Degree in biological science that included at least 30 semester hours of coursework in wildlife subjects. This course work must have included - at least 9 semester hours in wildlife subjects such as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology subjects such as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess wildlife courses may be used to meet zoology requirements where appropriate); AND at least 9 semester hours in botany or the related plant sciences; OR
B. Combination of Education and Experience equivalent to a major in biological science with education, as shown in A above, plus appropriate experience or additional education. Experience may have been obtained in the private or public (local, county, state, Federal) sectors and includes
Planning and carrying out wildlife damage control operations in a variety of settings.
Working in close cooperation with federal, state, and other agencies and organizations to ensure that control methods are efficient, selective, and based on sound biological and ecological principles.
Modifying and/or adapting established damage control techniques to meet local conditions and address specific environmental, economic, or political considerations.
Communicating orally and in writing with individuals and small groups to coordinate and document wildlife service activities.
FOR THE GS-5 LEVEL: Applicants who meet the basic requirements qualify for this grade level.
IN ADDITION TO THE BASIC REQUIREMENT, FOR THE GS-7 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-5 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Planning and directing an effective and selective cooperative animal damage control program.
Experience with program-related agency policy, procedures, and statutory requirements.
Experience recognizing critical trends related to wildlife resource management and its development.
Experience with animal damage control techniques and methods, including toxicants, aversive agents, auditor devices, mechanical devices, and environmental controls to develop appropriate and effective control strategies.
Communicating orally and in writing to coordinate and promote program activities with interested and/or affected groups and organizations to prepare educational and publicity material and reports.
Experience with human behavior and supervisory techniques to effectively supervise and train employees.
OR Oneyear or 18 semester hours of graduate level education in wildlife biology, wildlife management, or wildlife ecology.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
